Introduction

The course aim is to ensure facilities managers have in place the appropriate systems and understand the Health and Safety responsibilities and legal implications of their business, which may incorporate a wide range of activities on clients’ premises.

This course reflects the principles embodied in:

• Health and Safety at Work Act
• Management of Health and Safety at Work Regulations
• CDM Regulations
• Case Law Regina –v- Octel
• The HSE’s ‘Successful health and safety management’ (HSG65); BS 8800; and OHSAS 18001.

Aims

The course aims to provide those responsible for selecting and control of contractors with adequate knowledge to ensure they meet their legal obligations. Taking into account the following:

• Legal and Moral aspects of Facilities Management
• Procurement and/or pre tender actions including their roles and responsibilities under the CDM Regulations
• Scope of work to be undertaken and the competency and resources of contractors selected to manage the health and safety issues.
• Obtaining, reviewing and approving of the contractors specific risk assessments and method statements including permit issues.
• Hazard information required to be exchanged by both parties
• Responsibilities to ensure compliance
• Communication with contractors and clients
• Actions to be taken when things go wrong, including accident reporting, recording and investigation, emergency procedures first aid etc
• Site arrangements agreed and in place before work commences including traffic management, signage and site security
• Environmental issues including waste control and disposal.
• What inspections, audit and review systems need to be in place

Objectives

On successful completion of the course, delegates should be able to:

• Prepare and assess a contractor’s safety capability including resources required to manage health and safety.
• Demonstrate an understanding of the principles of safe contracting and their particular roles and responsibilities under the CDM Regulations
• Conduct contractor assessment, selection and ensure competency
• Ensure appropriate systems for health and safety management are in place including permit systems and emergency procedures.
• Ensure site safety and security for employees, others, members of the public, visitors and trespassers.
• Understand requirements for monitoring and review throughout the contract.
